The short explanation of this alert was:

The Selayang Municipal Council is holding a dog catching contest in Kuala Lampur, Malaysia, offering large cash prizes to residents who bring in the most dogs. To win, at least some of the competitors will surely resort to resort to catching strays using any means necessary, including physical force and abuse. Please "Take Action" to urge Selayang officials to cancel the dog catching contest and instead implement a humane and effective strategy of managing the city's stray dog population.
