Senate Labor, Health & Human Services Appropriation Bill
From the beginning of the AIDS epidemic, there has been a ban on federally funded needle exchange programs. The current Senate Labor, Health & Human Services Appropriation Bill does not repeal that ban, in clear contradiction to CDC recommendations.
