The short explanation of this alert was:
In a recent letter to the city's Board of Supervisors, the San Francisco Commission of Animal Control and Welfare called for fundamental reforms at the troubled San Francisco Zoo. Their recommendations include focusing on the animals' quality of life rather than visitor amenities, formation of a Zoo Oversight Commission to resolve longstanding management problems, and moving in the direction of becoming a sanctuary for abused or abandoned animals in need of rescue and rehabilitation. Please Take Action to urge the Board to address the Commission's concerns.
