The short explanation of this alert was:

The Pet Safety and Protection Act (S 714/ HR 1280) would save animals’ lives by prohibiting Class B dealers and unlicensed individuals from selling dogs and cats to laboratories, including those picked up as strays who may be simply lost and as yet unclaimed by their guardians. Please “Take Action” to urge your federal lawmakers to support this important bill.
