The short explanation of this alert was:
In December 2004, an omnibus appropriations bill passed by Congress contained a rider that radically reduced protections for wild horses that have been in place since passage of the 1971 Wild Free-Roaming Horse and Burro Act. In response, Congressmen Nick Rahall (D-WV) and Ed Whitfield (R-KY) introduced H.R. 297, a bill that would repeal the rider proposed by Conrad Burns (R-MT) allowing all wild horses over the age of ten years and wild horses who have not been adopted after three attempts to be sold by the Bureau of Land Management (BLM) with no restrictions.The Rahall-Whitfield legislation would restore a federal prohibition on the commercial sale and slaughter of wild free-roaming horses and burros. More recently, Senator Robert C. Byrd (D-WV) has sponsored S. 576, a Senate companion bill to H.R. 297.
