The short explanation of this alert was:

Mayor James Valley of Helena-West Helena in Arkansas could face animal cruelty charges for deliberately dumping 10 dogs from a municipal shelter into a national forest. Valley defends his actions by saying that he "was doing what was in the best interest of (the) community," but after several weeks of searching, only four of the dogs have been found. Please Take Action to ask the Helena-West Helena City Council to discuss the Mayor's actions at their next meeting, and commit to a long-term animal sheltering solution.
