The short explanation of this alert was:

A recently leaked 117 page memo indicates that the Bush Administration aims to undermine the Endangered Species Act -- without the input of Congress or the American people. If adopted, the proposed changes could leave many species at risk of extinction. Please "Take Action" to urge your federal Representative to join the effort in Congress to stop this plan from going forward.
