The short explanation of this alert was:

A video was recently posted on YouTube depicting a U.S. Marine in Iraq throwing a puppy off a cliff to certain death and then laughing about it. The disturbing clip has drawn outrage and calls for justice from both civilians and the military. Please Take Action to urge Secretary of Defense Robert Gates to promptly investigate and fully prosecute the culprits, and to amend the Uniform Code of Military Conduct to explicitly outlaw acts of animal cruelty.
