The short explanation of this alert was:

Congress has passed the Chimp Haven is Home Act, which will protect chimpanzees used in research by preventing the National Institutes of Health from recalling them back into research after retirement from facilities that receive government funding. Now all that is needed to make this bill into law is President Bush’s signature, so please Take Action to urge him to sign it.
