The short explanation of this alert was:
The U.S. Department of Justice has given Professor John Webster at the University of Wisconsin-Madison a $500,000 taxpayer-funded grant to shock pigs with Taser stun guns to determine why these supposedly non-lethal weapons are sometimes fatal to humans. Comparable tests have already been done on animals, and studying the medical records and autopsy reports of people who have been injured or killed by Taser shocks can yield much more reliable data.
