Here’s a preview
of some of the items on the agenda:
Economic
Recovery
Congress is considering a
multi-billion loan program to help nonprofits whose payments
from state and local government have been delayed or suspended.
Crucial steps toward its enactment are expected within the next
two weeks.
Federal Budget
The Obama Administration has been presented
with a proposal to establish a new Community Services Protection
Fund to restore "the public/private covenant between governments
and nonprofits by investing in nonprofits that perform work that
traditionally has been performed and/or funded by government -
because past government policies that shifted government human
service programs to nonprofits often did so without full payment
to provide those services." This and other National Council of
Nonprofits recommendations – such as increasing the
Charitable Mileage Rate to match the deduction allowed for
private business travel – will be discussed in
detail.
State Budget
While the the governor and the legislature
struggle to agree on how to deal with the state’s more
than $40 billion deficit, several efforts are underway to keep
this kind of problem from happening again. These long-term
reform initiatives present both challenges and opportunities for
nonprofits interested in changing the way the state does
business.
State
Legislation
Legislators have proposed three bills to
alter state law after the California Supreme Court – in a
decision that may impact many forms of volunteer assistance
- ruled in December that not all those who render aid are
shielded from liability as a “good Samaritan.” Other
bills with major impact on nonprofits are being drafted in time
to meet an upcoming legislative deadline and will be available
in time for our briefing call.
