Announcements


New Form 990 Instructions
The National Council of Nonprofit Associations (NCNA) posted a
Memo to Members to help small and midsized nonprofits in their review of the draft Form 990 instructions.

Please email your comments on the instructions by June 1 to Form990Revision@irs.gov. NCNA can also file any comments received by May 15 and addressed to abeltran@ncna.org.

Nonprofits may find it helpful to listen to the recent NCNA webinar on "Impacts of the New Form 990 on Accounting and Recordkeeping."

Legislative Updates

 
Here's an overview of some of the top issues working their way through the legislature.

Fundraising: Did you know that charitable bingo is the subject of three bills in the Legislature this year? All three of these bills are intended to make it easier for nonprofits to raise funds. For more information, check out this article from The San Diego Union-Tribune.

Emergencies and Disasters: Many people have heard of so-called "Good Samaritan" laws which protect people from lawsuits when they're helping in an emergency (for a detailed legal definition,
click here. However, many people don't know that nonprofit professionals aren't necessarily protected by the same law. CAN is working to ensure nonprofits experience the same limited immunity from protections through CAN-sponsored legislation of AB 2796. Click here to find out what you can do to help.

Accountability: This year national attention has been focused on AB 624, a bill that mandates that the state's largest foundations provide public data detailing the diversity of their boards, staff, grantees and even the private contractors with whom they do business. If you haven't read CAN's stance on AB 624, you can read more here. Volunteerism and Service: In 2004, a widely-reported controversy broke out over using volunteers on state-funded public works projects like stream cleanups and playground building. A new state law brought an end to the debate, but only temporarily. Now it's back again. Check out bill AB 2364.

Nonprofit employee benefits: Many nonprofits have a tough time providing retirement benefits to their employees. Under proposal AB 2940, working its way through the Legislature, the door may open for non-government workers to open accounts with the California Public Employees Retirement System, the nation's largest – and one of the most successful – pension funds.
